What is my legal and financial responsibilty if my 13 year old child was driving a neighbor's golf cart in my neighbor's yard and accidentally ran into and damaged the back bumper of the neighbor's vehicle?

You are generally responsible for your children and their actions. Since we don't know the basic facts of how your child came to be driving the neighbor's cart, there is no way to speculate who else may share some responsibility.
