facial plastic surgery

is it legal for someone to tell others about you having cosmetic plastic surgery? This, to me is very personal. What can be done to stop this?

Of course it is. You would not want to live in a country where the law stepped in to prohibit ANY speech that anyone may consider "personal." I also note that most (certainly, not all) cosmetic surgery, while it may be "personl," is geared toward outward appearance and the results intended to be noticed.
