Can a litigant sue a State Government Agency that for submitting false claims to the U.S. Federal Gov't? for Example:

vs.

Child Protective Services of State of Ga.

The U.S. Supreme Court held in Vermont Agency of Natural Resources v. U.S. ex rel. Stevens, 529 U.S. 765, 787-88 (2000) that "the False Claims Act does not subject a State (or state agency) to liability in such actions."
