Father died I have affidavit to handle affairs and now have his car in my name. Someone else at the house he lived in is driving and will not relinquish. Can I report stolen?

You cannot settle an estate by affidavit. You probate it. See a lawyer.

Was the car stolen? If not (which is likely), be prepared to possibly face criminal charges for filing a false police report. It looks like you are not handling the estate properly - which is yet another problem.
