Legal Question in Civil Litigation in Georgia

I want to file charges against my mother in law for spending money that was on my child support card.... How do I go about doing this? We live in Rockdale county. The money was mostly taken off as "cash back" from her job in Stone mountain. She obtained my card when her son was arrested....
