Can i file a civil suit against someone on line or do i have to go to courthouse or other agency to get papers

You draft your complaint (the "papers") then take the to the appropriate clerk's office, complete the other appropriate "papers," then take the other steps necessary to initiate the lawsuit. If you don't know what these are, unless you have a simple small claims case, you need a lawyer.
Lawsuits are not done online.
And you don't go to the court to get papers.
You have to draft the appropriate complaint, summons, verification, initiation sheet (and sometimes many other things) and bring them to the court.
Unless the case is a very small claims case, you need a lawyer to do the papers properly.
If the case is something small, you can file pro se in Magistrates Court which for those small claims will give you a statement of claim form. Since it is mostly blank space, you still need to know what to say (and which county has venue and jurisdiction).
