Harassment

A member of our home owners association continously sends letters to the ENTIRE community in which he names myself as well as other homeowners by name. In these letters, he makes personal/character attacks on myself and these other individuals. He has been asked repeatedly to discontinue this, but he refuses. This person is also a member of the Board and ignores other Board members demands to discontinue such actions.

Can this be considered harassment, and is there something that can be done to prevent him from sending this letters naming private homeowners?

If what he publishes is the truth or is can be characterized as his opinion, his publications are protected by the first amendment. If he publises defamatory material (untrue) it could be actionable as if you can prove you have been damaged. The truth is that every neighborhood has one and he is best left ignored.
