Internet Auto Fraud

I bought a car from a person who delivered 1 month later the car missing many items and in worse shape than when car was inspected. I have many pictures and witnesses who inspected and received the car for me (I am not in GA).

In addition, he did not notarize the title (AZ title requires it) so I have the title and car but can't register. I have also discovered he is not the person he said he was, operating under 2 different names using the same contact info and representing himself to me as the owner of the car. I believed I was communicating with the owner but it appears to be a relative. I have much more supporting info and filing reports with law enforcement, however my main goal is to get a full refund. He agreed on 2 occassions on the phone to give a full refund. Now he says he has left the state. He also appears to be collaborating with other family/friends and I have all that info as well.
