Legal Question in Civil Litigation in Georgia
My IRS refund check (bearing my name and address) was intercepted, stolen and cashed at a check cashing agent in May 2012. Can I sue for pugnitive damages? Also, along with the check cashing agent, can I include the bank which honor the transaction, the US Postal Service, and the apartment complex (where I lived at the time when this incident occurred)?

Of course not. You could probably sue the thief, if you found him, but that would be an obvious waste of thousands of dollars of legal fees.
What most people would do, and what you should be doing, is to file the appropriate claim with the IRS, which will reissue you the check. (If they catch the thief, they will prosecute).
