Is the judge the only person who can issue a rule nisi? Can opposing counsel set a date for a hearing and the other side must show up?

That depends on the court. Courts have a variety of calendar procedures.
Several state courts in metro Atlanta allow a party to file a notice of hearing and add a motion or hearing to any available calendar. Some have clerks set dates. And in federal court, some judges also allow a party to select a date.
