A man at the property next door admitted to starting a fire that consumed my house . Can I recover the cost of replacing the house

Assuming you can prove he started it, you can sue. As far as actually recovering, that depends on whether he has money to pay. Certainly, you had insurance and the company will likely handle a suit against him if warranted. See a lawyer.
