Legal Question in Civil Litigation in Georgia

Someone had a phone in my name they failed to pay the bill after they over charged the account by 400 dollars in return both lines were cut off and a cancelation fee has been added. the bill is now totaling 1200...the accounts were taking out in georgia this person moved to south carolina but frequents between the two states. Am i likely to win and can i file in georgia. I have tried to contact this person twice thru myspace they have read the messages per inbox but have not replied

No one here knows the agreement between you and the other person or why the phone was in your name.
