Legal Question in Civil Litigation in Georgia
I purchased a car and agreed to make payments until receipt of my tax return, where then I would pay remaining balance. The car has been titled to me for 8 months, the previous owner is now threatening to reposes, and is stating I owe more than we agreed on, and is also stating that he has a NOTARIZED LIEN that I signed. I NEVER signed any document much less one that was notarized. Does he have any legal claim to my car?

You left out the most important thing - what does your sales contract and bill of sale say? Since you didn't tell us that, there is no way for us to answer you.
