Ruling on change of venue

I had a home lost to fire in 2004. My insurance company attorney thinks it was arson and thinks maybe I had something to do with it. I have not been charge with arson. I hired an attorney but I don't think he is truly interest in settling the case. I live in Augusta, GA, Richmond County and the house in question is in Vidalia, Ga, Toombs County; my attorney appeared before the judge in Toombs County where the suit was filed and asked for a change of venue 5 months ago but the judge will not rule for or against the change of venue. My attorney says he has never had a judge to refuse to rule and not sure what to do about it except to keep asking her to rule which he has done but she will not rule. My question is what steps can I take to get this judge to rule? Is there a statue of limitation judges have to rule on a case? Can or how can I launch a complaint against this judge?
