Simple Battery
Do I have the right to slap or hit someone if they make a gesture (bucking their shoulders) towards me as to provoke me?

Assuming we are not talking about the junior high school playground, you have a general right to protect yourself. No more, no less. That is definitely not a license to hit or "slap" someone every time a gesture is made.
