Small Claims Court in Different States

Is it possible to sue someone for services that were paid for but not rendered in small claims court if they live in another state?

Ordinarily, no. A defendant generally must be sued in the county of his/her residence. However, there is something known as the "long-arm statute" which might be available. However, it is too complicated to describe in this type of forum. You should consult with a local attorney.
