Legal Question in Civil Litigation in Georgia

I live in Savannah, GA (Chatham County), and I bought a piece of jewelry from a woman in Talking Rock, GA (Pickens County). She has cashed my check, and now refuses to ship my jewelry, or provide a tracking number for it, as she insists that she has mailed it. I would like to file a small claim against her, but we live on separate sides of GA, and I need to know where I would go about filing said small claim, being that we live in different places. Thank you

You file it in the county where she lives (assuming she is not an incorporated business).
