My step father died. My mother inherited all his belongings. His belongings are in his daughters basement for storage. She is not letting my mother pick anything up. What legal course of action should be taken? Yes, there is proof the items were his.

Your mother can apply to the probate court to be appointed Administrator of his estate. That way, she will control everything. Consult with a local attorney.
