Stop payment on a check
If you stop payment on a check to a contractor and send them a certified letter stating why the check was stopped, and send them another check for a less amount due to insufficent work. Can they legally come after you in civil court?

Yes. You may be sued by anyone for almost anything. Whether they prevail or not is the question.
