Theft by deception

Property (chairs) given as a loan now said be a gift by receiver--sent demand letter for return within 10 days--refuses--now what?!?!?

Sounds like the value of property will be too low to use an attorney, so would recommend filing claim in magistrate (small claims) court. Ask for value of chairs and court costs, and nothing else. Bring proof of value of chairs to court with you.
