the tow company will not allow me to get my things out of my car. i can't afford the cost to get the car.

There are no laws that mandate allowing the vehicle owner access to the vehicle, however, Georgia PSC requirements are that the owner, upon presenting acceptable proof of ownership be allowed at least one opportunity to retrieve personal items not attached to the vehicle. Call the local police and let them know the tow company won't gie you your personal effects. You can also complain to the PSC at (404) 656-4501.
