Trash Pulls by private citizens

is it legal for a private citizen to remove the trash of another citizen after it has been placed curbside for pickup and inspect the contents of that trash? Would any evidence found be admissible in civil court?

Anything placed on a public street, as opposed being in a container on the owner's property, is fair game. However, consult with a local attorney as well as your local police to see if they would even get involved.
