Legal Question in Civil Litigation in Georgia

I am having a website built by a person I have never met and is not in the same city as I but is in the same state. He outlined his proposal and requested payment in full (with a discount) or in partial payments at a slightly hiher rate. I asked for a contract to seal the deal. How can I bind him if he forwards an electronic proposal? Will it bear any legal consequences if I send full payment by certified mail, thus capturing his physical signature? Your advice please is appreciated.

There's no reason the details/terms of the contract can't be worked out electronically. But, at the end of the day, I highly recommend that you REQUIRE him to print out the finalizes contract on paper and both of your sign it. If he insists on using an electronic contract, including electronic signatures, I would STRONGLY recommend that you pay an attorney for a couple hours of his time to review the contract and determine whether it's enforceable.

In addition to what Phillip says. use common sense.

It is extremely foolish to pay someone in advance in full regardless of how you met him. And if you only know the person online, check him out very closely before using him.
