my alcholic sister is currenty in a hospital in georgia. needs to move from hospital to a two to three week treatment center. shes has decided not to go to tx ctr; can my mother and me "her sister" who are not currently residin in ga, have her forced into tx

Generally know. The only way you can 'force" her is if she is a danger to herself or others (I mean a danger in the sense of physically harming herself). In such case, she could be held under the mental health laws for a brief stay. If she was mentally incompetent and you could prove that, you could apply to the court to become her guardian (guardian of the person).
As an alternative, have you spoken to the county authorities - maybe try mental health if they do not have drug/alcohol addiction programs. They might be able to offer some other suggestions/resources to you.
