I had services with my primary doctor on 04/2015 and I just received a bill for the first time on 01/30/2016, can he bill me 8 months later ? is there any statute of limitation, please advice, thank you

The statute of limitations is 4 (or possibly 6) years. You got interest free use of the money for 8 months so the delay helped you.
