C1/d visa
If a person overstayed C1/D visa, can he/she marry a Us citizen, prove that she/he is a therapist, payed taxes, pay a fine for overstay and fix his/her status ?

No, crewmembers cannot adjust status and must eventually go back to their home country to obtain a K-3 spouse visa (or lawful permanent residence) through marriage to a US citizen.
If they overstayed longer than 6 months, then they will also be subject to the 3/10 year bar and require a waiver.
