Legal Question in Immigration Law in Georgia
a GA house resident hires an illegal immigrant to perform cleaning once a month for $90. Is it legal? What are possible penalties/liability? Is there an amount of money (such as under $600 service) that is OK.

Unfortunately, it is never "okay" for anyone to hire someone that does not possess legal authorization to work in the United States. (Although it is unlikely that a private household would be raided by ICE for having a cleaning lady or a gardener perform periodic services there).
