Condo Insurance liability

I own a condo and my 10 yr. old water heater malfunctioned causing water damage to the two condo units below me. What should be done to settle this incident. All parties have a blanket insurance policy that covers the exterior and ''common wall'' spaces. Individual policies for the ''contents'' inside the condo unit are required according to the condo bylaws but are not enforced. My neighbors have ''contents'' insurance but I do not carry it. Am I liable for this damage and to what extent? Or do we settle on who will pay the ''deductible''?

You can still be liable for the damages you caused regardless of their insurance coverage.
