Suing an Insurance Co.

Person A wants to sue Person B's insurance company because they were in a car accident involving Person B's car and a tree. Person B was driving when he lost control and the car hit a tree. Person A sustained a broken shoulder bone and some minor injuries.

Can Person A sue Person B's insurance company? And if Person A sues Person B's insurance company, could that person win? And what would the consequences to Person B be? Does Person B's insurance go up?

Also if Person A wins, that person promised Person B part of the settlement, because they are friends. Would that be fraud?
