You have two choices (and yes you must pay the fee).

You can retain counsel, do it right, and be reasonably sure you have not wasted a filing fee, and more importantly that you won't get sued for infringement.

Or you can do it yourself, likely screw up a very complex process and worse, possibly get sued for infringement later.

If you lack the funds to even pay the filing fee, you are way too undercapitalized to even consider being in business. Until you can afford the needed steps, don't do it.
