copying a house design
Is it okay to copy the design and floorplan of a house built in 1927? The architect is unknown, I believe.

Probably not, but it depends on many factors - intent of the author, age/death of author, protectability of the plan, etc.
You may not be obligated to pay for the roofing job if they breached your agreement by failing to protect against rain depending on the circumstances.
