I read the federal Copyright laws, I'm not exactly clear on what "fair use" is and how it applies to, say, a person who wants to use an excerpt from a newspaper or magazine article that was written in the public interest by a staff reporter. How would copyright and fair use apply to that? I am aware that newspapers generally do not "infringe" when using excerpts from other copyrighted publications under the guidelines of "fair use", so how would that apply to someone who uses the newspapers staff or wire reports?

What is most typical is to use a previous publication to reinforce an opinion and then credit the author.
