my boss called and changed my dr appt without my permission so that i wouldnt miss a meeting, can she do that?

She did do that. You provide no details, such as how the boss knew who your doctor was or the rest of the story. She may not be a great boss to do things like that, and it may or may not be a great place to work, but this is not a legal issue.
