Boss wont give 401k benifits after my resignation.

Five months after resigning from my position I am trying to collect my 401k benifits that have been incurring over several years. The President of the business says I owe the company money from a tool that was missing off of my work truck.I presented the missing tool problem about a month before I resigned, and the manager kept blowing off the incident. Now Im being told through current employees of the Presidents intentions. I've called twice to check on forms I had signed weeks ago, and both times I've been told they were checking on the forms and that they would call back, in which no calls have been returned. They had already sent notice through a collection agency on attemps to collect money from the missing tool incident. After explaining my side of the situation to the collection agency, they sent another letter saying the issue has been resolved and that I wouldn't be contacted by them again. My question is , can my former employer withhold benifits he has promised me, that have vested, for any reason? Including for what I have explained above.
