breach of contract/ failure to pay

My husband was working for a staffing company doing some programming work, after finishing the contract they still owed him four weeks pay at about $7000 that they continue to put off paying him saying circumstances are out their control each week different excuse is there any action he can take to get the money still owed to him?

He can file a claim against the staffing company in Magistrate Court, a.k.a. small claims court. In Georgia, Magistrate Courts have jurisdiction to decide disputes involving up to $15,000 in damages.
