decreasing hourly pay to minimum wage
can my employer decrease my hourly rate of 13 dollars and hour to minimum wage?

Unless there is a contract stating otherwise, or based on discrimination (race, gender, etc.), yes. Many people are taking a pay cut these days. The alternative is often termination.
