If I have an employee turn in a notice (or retirement notice) and I decide instead of letting them work it out that I just let them go, am I liable to pay them unemployment insurance?

If an employee is fired through no fault of their own, then they very possible could successfully apply for unemployment.

Generally, quitting is quitting on the spot. "Turning in notice" is quitting/resigning. It is up to the employer to allow them to work beyond that minute.
