I was given a letter with a promotion and salary increase a month ago. Because of this I turned down a job. I was told a month later that the promotion and raise would not happen. Do I have a case

Unless the letter constituted a contract, with salary, AND term (such as a year time period), and instead you remained an at-will employee either way, unlikely. Many people are losing their jobs entirely or getting pay decreases in today's economy.
