Federal Pay
I want to know if a Federal Agency can change the rate that they intended to pay you at anytime?
I was hired in early 2006 and received an employment letter stating how I was going to receive pay raises as I completed training. The agency has since changed the pay system tha they follow.
Am I entitled to the original pay, in accordance with the original pay system that was stated in my hire letter?

It depends. Where you to be paid pursuant to a contract? If so, you might have a claim for the difference in pay. Otherwise, an employer is generally free to modify compensation, with exceptions like minimum wage.
