Financial Liability for errors
I was hired on a salary + quarterly bonus basis with the bonus contingent upon our Department achieving certain revenue goals.
Quarter end 6/30 and on 7/1 I'm notified that I will not be paid bonus due to a billing error I made. Nothing of the sort was addressed at my hiring some 3 years ago.
Is this legal?

You fail to state all terms of any contract or agreement, whether in writing, for a specific term, just a statement of their normal practice as it existed at the time, etc. It is not an issue of "legal." If you made errors that led to a loss for the company, it is no surprise they want to address it but, again, you provide no facts. One important question is whether it is worth a battle if you have made errors on your end.
