Improper Promotion Practice

I worked at local county governmently run ambulance service from 1979 to 1994. I worked my way up through the "ranks" to the position of captain, a position in which i held for 4 1/2 years before accepting a promotion as chief with another locally run ambulance service. I returned to my original employer in 1995. Recently my old captain's posiition became vacant, I applied and was passed over for a person with no experience as a captain and less years as a paramedic. I feel I was wronged! please help.
