Is it legal for my employer to dock a salaried employee when they work less than 80 hrs, but dont compensate them for hours worked over 80

Probably not. The Fair Labor Standards Act (FLSA) contains several exemptions to the overtime pay requirement, but most require that the employee be truly paid on a salary basis, which means (aside from a few very narrow exceptions) that he/she cannot have his/her pay docked when working less than a full day.
