Is it legal to make a manager give up part of their salary in order for them to keep one of their employees?

Since you provide no facts, the next questions are what contract does the manager have that guarantees a certain salary for a certain period of time, and if there is none, what is the manager relying on in believing their salary can't be reduced or they can't be terminated for financial reasons?
