can a non compete be enforced in a right to work state?

While non-competes pursuant to employment agreements may not generally be valid, they certainly can be enforceable as long as they are narrowly tailored with regard to the three factors - scope, time and geography.

"Right to work" state refers to union membership. A non-compete is a contract between an employer and employee. Two largely unrelated issues. You might want to repost with more actual facts about the non-compete to get an accurate response. If your question is whether non-competes are generally valid in Georgia, the answer is yes.
