I resigned from a position that is paid monthly in January. I submitted my timesheet on January 10 and payment for that is to be in February. I received an email communication from my previous employer stating that my final check was for 28.5 hours at a rate different from the rate I was at when I terminated my employment. The timesheet I submitted was for 47.25 hours, including paid holiday time. Does my employer have the right, over a month later and with no explanation, to change my hours and rate of pay for the final check?

Maybe. No one here knows your terms of employment, eligibility requirements for holiday pay, or even how many hours you actually worked. Facts matter. To give you a general answer to your question, employees are generally entitled to the agreed upon rate for time actually worked, but absent a contract, the employer can change the rate at any time, down to minimum wage, for work done after notice of the change.
