We are not paid for that time and I have heard that they have to pay us for that standby time in ga is that true and if so what can I do to make them pay.

In many cases "on-call" time is compensable. There are several factors that must be considered, such as whether you are able to be at home and whether you are able to use your time for your own purposes. You should speak to an attorney about the facts of your particular case to determine if you should be paid for your "on-call" time.
