Legal Question in Employment Law in Georgia

I work for the Federal Government, as a Bank examiner, in Atlanta, GA. I joined this agency late May 2009, and signed a contract stating I would become a "Commissioned Bank Examiner" within two years. That action has not happened because I was denied some training I needed, and I received less than satisfactory evaluations. So, the time was extended for me another six months. Still, my performance (by primarily younger, Africian-American employees) stated a less than satisfactory performance on various bank examinations I was in charge of. Now, my name has been put forward to Washington, DC for "removal" from the FDIC. I sought advice from on-site Union reps, who concurred with me (initally) that I could NOT be fired if I did not receive all the training others received. Lately, the Union rep advised me to "resign" instead of being "fired" so my work history will not reflect I have been fired by a Federal Agency. I am looking for employment outside the agency in the fields of compliance and audit. But, the job market is slow. My immediate supervisor is Black, and I am White. I see that he favors his Black employees. I am a female in my fifties. What is your advice. My time ends at this agency in Novembr 2011. Thank you.
