Legal Question in Employment Law in Georgia

I work for a non profit who has had a very hard time paying its employees this past year. As a result there is a good deal of back pay due to several staff members. Two of these staff members refuse to come to work and will not agree to some settlement. They have threatened to ruin us with the state and at least one of the individuals has worked for the mayor's office in the past. I need to fire these two staff members they are refusing to work. They are now collecting paychecks for what they say is back pay but for which they did absolutely no work. At several points when they were current on pay we attempted to fire them but were met with threats. What can we do?

You are asking a question about something that needs to be handled by a competent manager, not a lawyer. The first step might be to hire a manager who can make these day to day decisions (and deal with the financial problems).
