My apartment was broken into and the apt still and it has been over a week since the window has been broken into and all they have done is put up plywood over the window. can i break my lease for safety issues without penalty?

Generally, safety concerns are not grounds for terminating a lease. You may have a claim against the landlord for failure to make timely repairs, but that would not allow you to terminate the lease.
