Legal Question in Landlord & Tenant Law in Georgia

My apartment is charging me an $800 non-refundable pet fee for my two dogs that I just got, I knew about this fee when I moved in and signed that section of the lease. When I ask them and the owners of this property why it is not refundable and what it goes to they don't give me an answer. Is there anything I can do to get my money back when I move if there is no damage caused because every fee needs to have a legit reason for it?

Why does "every fee need to have a legit reason for it?" I've never read that law. Your landlord can use the fee for whatever he wants -- changing the carpets after your pets, for instance (maybe they don't soil the carpet, but he doesn't like the smell the dogs leave behind). Maybe the landlord is going to buy extra insurance to cover your dogs just in case they bite someone or something. Who knows? The point is, they put it in the contract, you knew it was there, and you agreed to it. You made a decision to get the dogs. Move on with life and enjoy your dogs!

"I knew about this fee when I moved in and signed that section of the lease." What is not clear about the contract you signed? What if the landlord came back and decided your dog may have been a little more destructive and asked for another $800 deposit? Do you think you would have relied on the lease to tell them you would not pay? If you don't understand contracts, or do not intend on honoring them, don't sign them.
